Artificial snow is too hard

Karuizawa has good surrounding facilities and is conveniently located near the city center, but the temperature was -6 degrees Celsius when I went there and there was no snow. I could only ski on the hard artificial snow. A friend who was also in Echigo-Yuzawa said that it was 0 degrees Celsius but there was snow. I can only say that you have to choose between the facilities and the snow conditions.
