To access Kagura Ski Resort, take the Joetsu Shinkansen from Tokyo Station to Echigo Yuzawa Station (approx. 70 minutes), followed by a route bus for about 20 minutes (to Mitsumata) or 30 minutes (to Tashiro). By car, it is about 8km from the Kan-etsu Expressway Yuzawa IC to the Kagura-Mitsumata Station.
